Espace Québec is the result of an agreement concluded in January 2020 between:
- the Vietnamese Cultural Centre of Canada in Montreal (CCV)
- the University of Languages and International Studies (ULIS) / Vietnam National University, Hanoi
- the Ministry of International Relations and La Francophonie of Quebec (MRIF)
The Vietnamese Cultural Centre established a center there, which includes:
- an exhibition gallery and a library, showcasing Quebecois writers and artists
- an information center on Canadian Francophonie
